The Election Commission ( EC ) has decided to ask all the 31 parties winning seats under the proportional representation (PR) election system to name their candidates to be inducted in the new Constituent Assembly.
EC officials said the parties will be given a week to decide internally and submit the final list of the candidates to be awarded CA seats. According to the election law, this time the parties will get a seat in the CA for every 18,000 votes secured under the PR system. While the Nepali Congress has bagged 91 seats as it secured 2.4 million PR votes and is on the top, the Sanghiya Ganatantrik Samajbadi Party Nepal is at the bottom in the list of parties winning seats under PR electoral system. The party will be given one seat for its 18,631 PR votes.
“We have decided to send letters to all the parties winning seats under the PR system, asking them to name their candidates within a week,” said Election Commissioner Ayodhee Prasad Yadav. The EC , which has already allotted seats to the parties on the basis of the PR votes, is now verifying data before making a formal announcement.
Of the 122 political parties contesting the November 19 CA election, only 31 parties were able to secure PR seats. The votes of the remaining parties remained below the threshold set at 18,600. A total of 9,457,844 candidates are in the fray for the 335 seats under the PR system. Parties have also been asked to maintain inclusiveness while selecting their candidates. Parties winning seats under the PR system should confirm their seats by signing a document at the EC within the deadline.
Going by the preliminary seat allocation, the number of parties in the CA has increased as compared to the first CA. A total of 30 parties are said to enter the CA
this time. A total of 25 parties had representation in the CA in 2008.
Maoists seek details from Election Commission
Dissatisfied with the election results, the UCPN (Maoist) has sought the details of election materials used in the polls and copies of electoral laws from the Election Commission. An internal panel of the party formed to probe alleged ‘vote rigging’ that was ‘widespread across the country’ submitted a letter to the EC to this effect on Friday.
The party has sought the number of ballot papers printed for the polls, used ballot boxes, 10-point special directives issued before vote counting, details of security personnel responsible for transporting ballot boxes from polling centres to the counting centres, among other things. “We have sought some details from the EC regarding vote rigging in the election,” Maoist leader Barsha Man Pun said.
